In response to the United States' desire for a peaceful resolution to the war, he argues here that Britain thought a durable peace would require three things, the third being "some form of international sanction" to enforce treaties. In Very Good Condition: "ABI" in ink at upper edge of front cover; lightly creased and soiled.
