It is<b> inscribed by Jack Shaffer, who we presume to be John H. (Jack) Shaffer, FAA Administrator, 1969-1973, and inscribed to John (Young?), astronaut, the ninth person to walk on the Moon as Commander of the Apollo 16 mission in 1972. </b> We believe this was inscribed to Young during his early training (2/19/62), especially as read in context, 'It really isn't made of cheese and I hope you are the first there with Apollo. Good luck and happy re-scheduling'.
