Lemieux's work advocates for a new spirit of Universalism, global cooperation in the social, economic, political and legal spheres. Written in the period between the world wars and a few years into the Great Depression, this Universalism is a philosophical prospective that rejects both communism and fascism, and seeks to resolve the divisions between nations, languages, classes, religions and races, to provide a harmonious economic foundation for world progress, and basis for resolving a variety of social ills. The author puts forward many practical ideas, as well as the idea of progressing the work of the League of Nations through a global Federation of Nations.
