Crisp, clean pages; no owners' marks; the lower saddle staple of the binding shows light rust staining, and the cover shows fading and a line of wear along the spine as well as a small scuff at the top left front, otherwise well-kept. A study of government function in Monticello, Tipton, Clarion, Dyersville, Eldridge, and Hartley, Iowa. At the time, 900 of Iowa's 956 cities had between 2,000 and 5,000 residents, and these towns were considered exemplary. 56pp.
