Former abolitionist legislator's polemic opposing a report on proposed state improvements to Cape Cod Harbor, concluding that "It is quite time that a stop should be put to squandering the hard-earned money of the people under the influence of clamor, of clap-trap, of hallucinations, of /log-rolling/" (p. 15).
