He had piled up nearly fifty years of service to eight Presidents. His job was to remind the President that a bill, for example, must be acted upon in a certain amount of time, or that by law he must fill a vacancy within a definite period. He was also responsible for the 'orderly handling of documents' and supervision of the large clerical staff. He was the most important permanent official at the White House.
