In the late 1960's, as a deputy to W. Averell Harriman, who was first an ambassador at large and later the chief American negotiator at the Paris peace talks, Mr. Cooper undertook a series of missions in pursuit of a negotiated settlement of the Vietnam War." - Washington Post Obit.
