Floyd outlining how the pursuit and treatment of hostile Indians are to be administered in light of potential conflicts with other military departments. The orders allow any army unit to pursue a hostile force into another department. However, if the goal is to arrest an individual from a friendly tribe who has fled, the job is to be passed to the neighboring department. The orders also stipulate that any trooper who loses his Colt revolver will be charged $40.

While serving as commanding officer of Fort Riley, Kansas Territory in 1855, William Montgomery abused his position as the highest ranking military officer in the area in his attempt to establish a civilian settlement just outside the post. As leader of what he called the "Pawnee Association," Montgomery acted outside his authority in distributing over four hundred acres at a public sale to a host of eager settlers. He took little care to conceal his activities, and printed at least one broadside advertising the newly available land. In 1954, Edward Eberstadt offered this broadside for sale, writing that it is "the only known copy of the earliest specimen of territorial printing to bear the printer's office, place and date." N.p., 1920. 1 vols. 2-1/4 inches diameter. Fine condition, mounted in a double glazed circular gilt plaster and red plush frame. 1 vols. 2-1/4 inches diameter. Goetz was the most celebrated propaganda medallist of early 20th century Germany. The obverse shows a nude female captive, her arms tied behind her to a giant phallus surmounted by a French soldier's helmet, under the words "Die Schwarze Schande", a broken harp beside her, and an all-seeing eye looking down. The reverse displays a grotesque caricature of a negroid French soldier, in helmet, next to the words "Liberté egalité fraternité", and the date 1920; above are the words "Die Wacht Am Rhein!!", possibly a scurrilous reference to French colonial troops serving in World War I.
