Das Nordatlantische Bndnis war immer auch ein politischer und wirtschaftlicher Staatenverbund, der auf eine Kooperation angelegt war, die weit ber den Bereich der eigentlichen Sicherheitspolitik hinausstrebte. Neben dem weltpolitischen Umfeld, dem Ost-West-Konflikt und den darin wirksamen Bedrohungsperzeptionen verdient daher die innere, atlantische Perspektive in der Formationsphase des Bndnisses besondere historische Beachtung. Diese interne Perspektive des Bndnisses kann als Verstrickung von europischer und amerikanischer Politik unter Aufgabe nationaler Souvernittsrechte definiert werden. In diese Perspektive mu der zur nordamerikanisch westeuropischen Sicherheitsintegration parallel und nicht immer spannungsfrei verlaufende Proze der westeuropischen Integration einbezogen werden. Diese breite historische Aufarbeitung der Formationsphase des Nordatlantischen Bndnisses erscheint nicht zuletzt aus aktuellen politischen Grnden bedeutsam. Mit Blick auf die dramatischen Umbrche in den Staaten Mittel- und Osteuropas, die die internationale Nachkriegsordnung in Frage stellen, erffnen sich Perspektiven fr die Rckkehr dieser Staaten nach Europa.
