Bilingual (English and Japanese) early 20th century postal regulations as agreed between the Minister of State for Communications of Empire of Japan, 山縣 伊三郎 [Yamagata Isaburō], and the Postmaster General of the United Kingdom of Great Britain and Ireland, Sydney Buxton. 22 + 14pp, in wrappers, including 18 articles in the Agreement and 13 articles in the Detailed Regulations, also includes 8 postal forms numbered from A to H. Wrappers foxed and browned with some foxing on the first pages of both English and Japanese text and occasionally throughout, spine a little worn. Still good. 25.2 x 19cm. Discusses weights, sizes, charges, additional charges, prohibited items, postage stamps, writing method, etc of mail. The publisher, the 遞信省 "Ministry of Communications" or "State for Communications" was founded in 1885 and was merged with Railway Ministry in 1943. .
