Bowen was long-time Executive Director of the Cooperative League and a disciple of the Japanese evangelist and reformer Toyohiko Kagawa. Final page of text comprises "Ten Steps in Organizing a Consumers' Cooperative Association." Undated, but OCLC cataloguing suggests 1937; references in text support a likely date of 1936 or 1937.
