Two years earlier, Churchill's Conservatives had been soundly defeated in the General Election at the end of the war. Churchill would head opposition to the Labour Government until the General Election of 1951, which returned the Conservatives to majority and Churchill to the office of Prime Minister. At the 68th Annual Conservative Party Conference, Churchill addressed a mass meeting of 2,500 held at The Dome at Brighton at the conclusion of the conference on a Saturday afternoon. Hill was one of the most notable Victorian prison reformers and politically involved throughout his career, including working towards the Reform Bill of 1832. The pamphlet would have been written just prior to Hill joining the Birmingham Political Union, which campaigned for the extension of the vote.
