Detailed legal and diplomatic history of the Straits Question - control over access to the Black Sea through the Bosphorus and Dardanelles. Coleman Phillipson was a legal scholar and author of note, while Noel Buxton was a politician with a strong interest in the affairs of the Balkans. Together, before the end of World War One, they discuss the thorny history of the Straits and suggest possible postwar solutions, favoring internationalisation.
