The author, a professor at the Institute for Political Sciences in Paris and head of the USSR section in the Center of International Relations at the University of Paris, won the Prix d'Aujourd'hui in 1978 for this book, which carefully documents Soviet attempts to unify and "Russify" its 100+ ethnic minorities, and its failure to do so. Fairly prophetic and well ahead of its time.
