In his report for that year, the Adjutant General states that, 'on July 21, 1861, after earnest solicitation, authority was received from Washington for raising eight companies, or a regiment of cavalry, directly for the service of the Federal Government. It was determined that this regiment should be one of maximum size, to consist of twelve companies. This was raised without difficulty, and rendezvoused at Camp Chase, in July, August and September'."
